Yes. We have many clients using the LeapFILE desktop client in their Citrix environment. For your Outlook plug-in to work accurately, both the Outlook plug-in and the desktop client need to run as a published application. If Outlook is installed on the desktop and the LeapFiILE client is installed as published application, the two will not be able to communicate.
